What do you do, and how the system responds?

  • you installed the database. Can you connect to it through SQL*Plus?
  • then you installed developer suite. Can you connect to the database through Forms Developer? (I think that the answer is "Yes")
  • you started OC4j instance
  • run the form
  • Internet Explorer opens

What then? Is a pop-up blocker turned ON, perhaps? Did you allow active content to run in files on your computer (MS IE - Tools - Options - Advanced tab)?
